Minutes of Board Meeting


January 11, 2012



The meeting was called to order by Chairman Bartlett at 7:00. Present were the three board members, the Treasurer, the Clerk, the Patrolman and Connie Allram.

The Clerk read the minutes of the last meeting. Motion was made to accept the minutes as read. Motion seconded, motion passed.

Financial report was presented by the Clerk. Motion was made to accept the financial report as presented. Motion seconded, motion passed.

Vouchers were presented and approved as presented, with the exception of one voucher and check having the wrong amount. That check was voided. A corrected check will be mailed and a new voucher written.

Old Business.
Hall Annex - The construction has progressed to the point that the town board meeting was held in the new addition. Carpet material has arrived but has not been installed. A sample was shown. A refrigerator and stove are ready for delivery but will wait until the carpet is installed. Cost for appliances is about $500 more than plan. Plan was lowest prices from a regional supplier and township purchased locally instead. Water heater uses a tank not a tankless system.

Assessor - New PIN numbers for property IDs are starting this year. After the board meeting a small party was held to thank Marylin Bartos for her 31 years of service as Sheridan's Assessor. Cake, ice cream and fellowship followed the close of the board meeting. Clerk will post photos on the web-site and ask Millie Link if she will help write an article for the Hay River Review.

Tax Roll - There were a few minor issues. Two people that had paid for services were mistakingly bill for them again with their tax bill. The Treasurer corrected the problems. Checks were issued as needed.

Work for Individuals - The clerk prepared a new invoice form for Sheridan Township to use when billing for services in 2012. New form was adopted.

Roads - some heaves but in good shape. TRIP money will be $17,393.42. Chairman Bartlett has the paper for the application.

Cemetery - Per the recent Towns Association's Monthly Report townships that have taken responsibility for cemetery care have the right to consolidate cemetery funds into township funds. Motion was made to cash the Vanceburg CD that just matured and deposit the funds into the township's account. Motion seconded motion passed. Supervisor Allram is exploring options for having an index and/or directory at the Vanceburg Cemetery. Chairman Bartlett received a request to have a toilet at the cemetery. Don will ask Doug Miller for an idea of the cost of renting a port-a-potty for the summer. No decision will be made without first asking for quotes from two local sources.

New Business
Annual Report - The annual report was presented by the clerk. Although the tax bills for 2010 were for $885,060.52 the receipts are only $695,190.35. The difference is those who pay their property tax in two payments send the second payment to the county. We collect tax for the county and state. We also receive funds from the state. Schools were 53% of the annual tax bill. Report was accepted as presented.

Boyceville Ambulance - meetings continue as agreement drafts are being made and sent to member municipalities.

Sign Plan - The township is required to have a policy for a sign plan. Chairman Bartlett drafted a plan. Plan was accepted. Clerk will type up the plan for next meeting.

Grievance Policy - The township has discussed the grievance policy before. Chairman Bartlett wrote down what was agreed. The clerk will type up the policy for the next meeting.

Wisconsin Towns Association - The three board members and the clerk will attend district meetings in February. The district meeting is also a training session for board of review.

Shed - Don reports we need an opener and/or garage door in the shed. This is needed for better access and better use of available space. Quick estimate was about $2500 plus labor. More specific detail will be determined.

Next Meeting - The next town board meeting will be February 14, 2012 at 7:00 in the Town Hall new Annex.
